Residents living outside the city of Vernal, Utah in the rural areas are served by the Ashley Valley Water & Sewer Improvement District (AVWSID). The district continues to support an increasingly large population that has swelled to about 10,000 people, including farmers and local ranchers.
Water from the AVWSID is supplied by a spring that is active year-round and is further fed by melting snow from the mountains. However, this resource is shared with several other water entities and its output can be affected by variations in the weather and seasons. The AVWSID’s water plant can process up to eight million gallons of water a day. Should the plant exceed its water share allocation, it would be required to purchase additional water at a considerably more expensive rate, affecting customer rates and the costs of operation.
